Where Can We Actually Deploy the Load We Need?
Hyperscalers, neoclouds, AI training providers and their development teams.
A 100–300 MW campus is a sequencing problem, not a real estate decision. When the energization date moves, nothing else absorbs it.
MARKET STRUCTURE
ERCOT, an RTO or ISO footprint, or a vertically integrated territory: different process, counterparty, clock.
POINT OF INTERCONNECTION
Service voltage; a new breaker position, loop-in, line tap or a new station.
ROUTING
A new line carries a certificate, siting and routing proceeding, often the longest item.
LEAD TIME
Transformers quoted at two and a half to three years, and up to five for extra-high-voltage units; HV breakers, protection and control govern the same date.
BRIDGE GENERATION
Potential to emit triggers PSD applicability, BACT, Title V, nonattainment offsets. A permitting path longer than the interconnection path it shortens is not a bridge. Kairos tests what the utility will commit to and when, what the permitting authority requires of the configuration, and what the landowner controls. Where one pathway will not carry the load, alternatives are assessed on their merits: grid supply, behind-the-meter, dedicated generation, natural gas.
UTILITIES & ENERGY
Who Can Bring Credible Load to Our System?
Investor-owned utilities, cooperatives, generators, transmission providers, midstream operators.
An inquiry at several hundred megawatts with no named end user or ramp still consumes a study cycle. Kairos qualifies the load first:
LOAD
Magnitude and phased ramp by year, service voltage, point of delivery, and whether a second source is required or preferred.
BEHAVIOR
Harmonic characteristics and voltage ride-through under a fault-induced voltage depression.
COUNTERPARTY
Land control, credit posture, whether the load accepts non-firm, curtailable or interruptible service. Behind the request:
CONTINGENCY
Which binds first, thermal, voltage or short-circuit duty.
STUDIES
Feasibility, system impact, facilities, with deposits and re-study exposure attached; none of it an executable service agreement.
FUEL
Interstate pipeline or local distribution company service, firm versus interruptible transportation, open season and precedent agreement timing. Large load tariff proceedings are open or concluded in a growing number of states; terms are not converging.
INFRASTRUCTURE & CAPITAL
Where Can Capacity Become an Executable Opportunity?
Infrastructure funds, energy investors, developers, strategic investors.
What is underwritten is not land but a sequence of conditions, each with a counterparty who controls it; diligence that stops at the parcel misprices every one. "In the queue" can mean a completed study with a cost allocation attached, or a request filed last quarter. Separating what is executed from what is studied from what is asserted is the first task.
LAND
Durability of control, title, ALTA and easement exceptions, whether the option term survives the rezoning calendar.
ENVIRONMENTAL
Phase I ESA and recognized environmental conditions, wetlands delineation, CWA Section 404 exposure.
ENTITLEMENT
The zoning or special use pathway. A permitted use is a schedule, not a status.
POWER
What the studies resolved and what remains open, facilities agreements, network upgrade cost allocation, contribution in aid of construction and refund provisions, whether the structure holds through the full ramp.
AIR
PSD review for a major source carries a statutory one-year clock from a deemed-complete application, and observed practice has averaged longer. Kairos stays through the interval in which those conditions are retired. The failure mode is not bad land; it is capital committed against a power path described rather than validated.
THE COMMON THREAD
The Question Underneath All Three
Power and transmission, interconnection, natural gas, air permitting, land, entitlement, water, fiber and credit are held at once. Any one can govern the critical path, rarely the one the project team is watching. What has to be true, in what order, for this to reach energized load.
What Happens After the Introduction
We are not brokers. Kairos states its position, advisory, development or principal, before diligence. Local governments and economic development organizations are engaged early around durable benefit: tax base, employment, infrastructure that outlasts construction. Alignment built that way holds at the hearing. The United States only: interconnection process, tariff structure, air permitting authority and entitlement calendar change at the state line, sometimes at the county line.
