THE GAP

Compute demand is not the constraint.

An AI company can hold a funded build plan, secured accelerator allocation and a defined deployment schedule, and still not have a site capable of delivering the required infrastructure on the required timeline.

Those are different problems. The market treats them as one.

ORIGINS

Why the gap exists

Two systems run on incompatible clocks: procurement cycles against studies, rate proceedings, lead times and construction seasons.

LOAD GROWTH RETURNED

Planning assumptions were shaped by an era of flat peak demand. 100–300 MW at one point of delivery requires a filing before a shovel.

BUILT FOR GENERATION

Study machinery designed for generation now has to answer contingency loading and network upgrade cost allocation for concentrated load. Large-load tariffs are still before commissions in many jurisdictions.

LAND REPRICED ON ADJACENCY

Proximity is observable from a map. What can be delivered to a meter is not.

THE INFORMATION LAYER IS TRANSACTIONAL

A listing describes a static condition. Energization is the output of an ordered sequence.

Outcome of US interconnection requests, 2000–2020 cohortOf projects entering US transmission interconnection queues between 2000 and 2020, about 19 percent had reached commercial operations by the end of 2025, roughly 71 percent were withdrawn, and 9 percent remain active.71%WITHDRAWN19%OPERATIONAL9%STILL ACTIVELawrence Berkeley National Laboratory, Queued Up: 2026 Edition, June 2026. Covers generation and storage requests; large-load queues are tracked separately.

CONSEQUENCE

The failure is rarely a hard no

Projects are stopped by conditions never tested early enough to matter. The generation configuration was sound, until its potential to emit crossed a major source threshold and the permitting pathway that followed added roughly a year. Service was reachable, until the network upgrades assigned to the project — and the contribution in aid of construction required to fund them — moved the economics past viability. Each is a soft condition that hardens late.

With large power transformers quoted at two and a half to three years — five for extra-high-voltage units — a date that was never achievable does not become achievable because the error surfaced late.

The expensive failure is not selecting the wrong site. It is selecting the wrong site slowly.

Large power transformer procurement, before and nowBefore the pandemic a large power transformer could be ordered with a lead time of under a year. As of July 2026 a typical unit runs two and a half to three years, and extra-high-voltage units up to five.Pre-pandemicunder 12 monthsTypical LPT, 202630–36 monthsExtra-high-voltageup to 60 monthsNational Laboratory of the Rockies, July 2026; US Department of Energy, 2024.

THE DEFINING CONSTRAINT

Power nearby doesn't mean power available.

Marketing collapses these routinely. Diligence cannot.

  • A substation with apparent headroom does not mean a 100–300 MW load can be served.
  • A generation concept does not equal permitted generation.
  • Shovel-ready does not mean executable.

SCOPE

Sixteen interfaces, and the sequence that binds them

Each carries its own counterparty, its own calendar, and its own capacity to bind first.

— Electric supply and fuel

GRID POWER

Capacity servable at the point of delivery, the governing tariff, vertically integrated or organized market, the utility's resource adequacy position.

TRANSMISSION

Source-to-load capability, contingency loading under N-1, whether the limiting element is local or upstream.

INTERCONNECTION AND SERVICE

Study sequence, restudy exposure, the facilities or line extension agreement, commission approval of a special contract.

BEHIND-THE-METER GENERATION

Export versus non-export configuration, parallel operation requirements, standby, backup and transition service tariffs, demand ratchets.

ON-SITE GENERATION

Lead time, fuel supply, emissions envelope, non-emergency operating limits.

NATURAL GAS

Interstate pipeline versus local distribution company, lateral scope, delivery pressure, firm versus interruptible service, precedent agreement timing. Pipeline proximity is not gas supply. — Physical and regulatory

PSD / AIR PERMITTING

Potential to emit against applicability thresholds, how units aggregate, attainment status, BACT, Title V.

WATER

Consumptive rate against the cooling design, allocation attached to this parcel and this use, discharge.

FIBER

Carrier count, physically diverse entrances rather than nominal ones, long-haul routes.

LAND

Control instrument, title and severed interests, buildable acreage after setbacks, Phase I ESA, wetlands delineation, CWA Section 404.

ENTITLEMENTS

By-right versus conditional use, comprehensive plan consistency, a hearing calendar no developer controls.

TRANSPORTATION

Construction access, heavy-haul routing, bridge and road weight limits, bonding. — Commercial and social

WORKFORCE

Craft labor measured against the projects competing for the same trades in the same window.

COMMUNITY ALIGNMENT

Durable local support and a benefit structure, not the absence of visible opposition.

UTILITY REQUIREMENTS

A load letter with defensible MW and ramp, study deposits, credit support, contribution in aid of construction.

CREDIT REQUIREMENTS

Collateral, guarantees, and the credit test applied before capacity is held. They do not resolve independently: cooling design sets water demand, water sets generation configuration, generation sets the air permitting pathway, which sets the schedule. Marketing material addresses one or two of the sixteen and asserts the rest. A site that cannot answer all sixteen is not a site. It is a hypothesis.

COST RESPONSIBILITY

Schedule gets the attention. Cost allocation ends more projects.

Every network upgrade a study identifies is assigned to someone. Who pays, over what term, with what security, and whether the commission has approved that treatment for load of this size decides viability more often than the in-service date. Assigned upgrade cost is expressed per kW of new load, and the spread across territories is wide enough that an assumption carried between jurisdictions is not conservative — it is arbitrary.

The question commissions now ask directly: what protects existing ratepayers if the load does not materialize. A project that has not accounted for it meets it later, in a docket it does not control.

THE OPERATIVE QUESTION

Not whether. When.

The question is not "Does this site have power?" It is "When can the required load be energized, and what has to be true for that date to hold?"

The first can be answered from a map and a phone call. The second requires the dependency sequence between today's conditions and energized load: which approvals gate which others, which turn on a hearing calendar or a counterparty's discretion. That sequence has a critical path; work off it feels productive and changes nothing.

The date is not fixed by physics alone. A phased ramp matches committed load to the order capacity arrives. Curtailable service lets a utility approve sooner against a smaller firm commitment. Bridge power carries early blocks while the permanent path is built.

Critical path to energized loadFive dependency tracks run in parallel toward energized load: land control and entitlement, interconnection study and agreement, network upgrade construction, air permitting where generation is involved, and long-lead equipment procurement. Network upgrade construction is the longest and therefore governs the delivery date. The date is set by the longest dependency, rarely the one named in the marketing material.ELAPSED TIME →Land control & entitlementrezoning, conditional useInterconnection study & agreementrestudy exposureNetwork upgrade constructioncost allocation, CIACGOVERNS THE DATEAir permitting, if generationPSD, BACT, Title VLong-lead equipmenttransformers 30–60 monthsThe date is set by the longest dependency — rarely the one named in the marketing material.

CLASSIFICATION

Three tiers

Separated by evidence, not ambition.

TIER 1 — ENERGIZED & ENTITLED

Electric service under executed instruments, with commission approval where required. Network upgrade cost assigned, not estimated. Zoning complete, with conditions someone has actually read. Long-lead equipment held. Water allocated to this parcel and this use. What remains is commercial, not investigative.

TIER 2 — IN PROCESS

Not disqualified. Undated. A load study underway is not a position in a generator queue: large load does not queue in most territories, it is studied under the utility's own process. Rezoning filed, not approved. A power path identified, not contracted.

TIER 3 — CONCEPT STAGE

Raw land near a substation. No entitlements, no study, no service agreement. Utilities absorb the study cycles. Rarely dishonest — untested. Buyers develop a skepticism that falls on the real material too. The work in Tier 2 is separating what is timing from what is risk. Tier 1 stays thin because it requires conditions retired before any counterparty will pay for retiring them. That is a financing problem before it is a land problem. The framework is not the advantage — any competent operator can hold the same list. The advantage is knowing which interface binds first in a given territory.

The three-tier site frameworkTier 1, energized and entitled, are the sites that transact: interconnection executed or behind-the-meter gas contracted, zoning complete, dual-carrier fiber on site, water allocated and Phase One environmental assessment done. Tier 2, in process, are undated rather than disqualified: a queue position secured but still in study, rezoning filed but not approved, a power path identified but not contracted. Tier 3, concept stage, is raw land near a substation with no entitlements, no interconnection and no power agreement.TIER 1Energized & entitledSITES THAT TRANSACTInterconnection executed or BTM gas contracted · zoning complete · dual-carrier fiber on site · water allocated · Phase I ESA doneTIER 2In processPOTENTIAL, BUT UNDATEDQueue position secured but in study · rezoning filed, not approved · power path identified, not contractedTIER 3Concept stageFLOODING INBOXESRaw land near a substation · no entitlements, no interconnection, no power agreement · “data center ready” in the deck only

ALIGNMENT

Infrastructure works when communities win too.

Community alignment carries a calendar like any other interface. A project a community resents acquires a permanent adversary and a hearing schedule nobody can forecast. Kairos engages local governments, economic development organizations and utilities around tax base, employment and long-term development.

POSITION

We are not brokers.

A broker is compensated for the introduction; the conditions underneath become someone else's to discover. The value is not in identifying land but in resolving the sixteen interfaces that decide whether land becomes energized capacity — reading a tariff to establish what a load letter must contain before a utility will study it. Kairos combines infrastructure screening, utility engagement and field-level diligence to find what stops at parcel attributes. A project that has been studied is not the same as a project that can be built. Retiring conditions is the mechanism. Execution is the outcome.

Kairos operates in the gap.

Between a corridor on a map and a load that can be energized on a date.

Compute demand is not the constraint. Nor are capital and equipment. The constraint is the number of places in the United States where power, permitting, land, gas, fiber, water and community alignment converge on the schedule the load requires.

Selected opportunities are available to qualified counterparties.
